Black declined White's QBP gambit and developed his queen's knight to counter-attack White's QP.
White's gambit QBPawn on QB4(c4) is perhaps unwise to attack Black's QKt by removing Black's QP. It gives Black an easy opportunity to occupy the centre successfully. W-Alt.
