Black posted his QP on Q3(d6) freeing his QB.
White advances his QBPawn to QB4(c4) to contest for control of Black's Q4(d5) and to free his queen, adopting the English Orang-Utan opening (so named because it utilises the Orang-Utan [or Polish] opening move).
