Black declined White's gambit QBP but developed his KKt in a generally weak (ie. dubious) move.
White develops his King's Knight to deter 3..P-K4 and tempt Black into still accepting the gambit, although the move is regarded (like Black's earlier) as generally weak and transpositional. W-Alt.
