Black (like White) developed his QB to KB4(f5).
White advances an undefended Queen's Bishop's Pawn to QB4(c4) - a Queen's Gambit tactical manoevre, with a possible 5.P-K3 for his KB to retake the pawn after any acceptance of White's QBP.
