White set his king's pawn on K3(e3) defending his QP. A sound but passive way to decline the gambit (2.PxP being best to limit Black's initiatives).
Black's K4(e5) Pawn removes White's QP and attacks his KP to invite exchange, usually seeking a French transposition.
